.com is a generic top-level domain that originally stood for "commercial." Verisign operates the registry. The first .com names were delegated in 1985, and it is still the suffix people type by default when they guess a website.
It is not a country-code extension. Anyone can use it for a company, a blog, or a personal project. The trade-off is availability: many short dictionary words have been registered for decades.
